Introduction:
Through a public records request, I obtained from the Office of Governor Bob Taft “all petitions or letters sent to [the Governor’s] office regarding the death penalty and the use of the death penalty in connection with the disturbance at the Southern Ohio Correctional Facility in Lucasville, Ohio.”It is estimated that approximately 26,000 individuals signed these petitions and letters.

Staughton Lynd and I obtained lists of the jurors in the cases of various men who were convicted of offenses committed during the uprising at the Southern Ohio Correctional Facility in April 1993.


During the screening process, it became apparent that some of the officers who had been hostages, a few additional officers injured durin gthe uprising, and many persons with the same last names had signed petitions.
